Section 01

Executive Summary

The UK residential property market enters mid-2026 in a position of measured resilience. Following the rate-driven correction of 2023–24, transaction volumes have recovered materially, supported by two Bank of England base rate reductions and improving mortgage affordability. Average house prices have returned to modest positive growth nationally, though performance remains highly bifurcated by geography and asset class.

New-build development continues to outperform the secondary market on both price premium and buyer demand, particularly in urban regeneration corridors and transport-connected commuter zones. Institutional appetite for build-to-rent (BTR) and co-living remains strong, with forward-funding structures increasingly preferred by developers seeking to de-risk delivery.

International capital — particularly from the Middle East, South and South-East Asia, and West Africa — continues to target UK residential as a stable, yield-generating asset class. Sterling's relative position and the UK's legal framework remain key pull factors for cross-border investors. Atlas Property Intelligence identifies the current window as a strategic entry point for well-positioned developments with a clear buyer narrative.

Regional divergence remains the defining characteristic of the current cycle. London continues to lag the national average in percentage growth terms, while the Northern Powerhouse cities — Manchester, Leeds, Sheffield, and Liverpool — are recording above-average price appreciation driven by supply constraints and sustained inward migration. The South West and East Midlands are also outperforming, underpinned by lifestyle-driven demand and infrastructure investment.

Moneyfacts, May 2026

The Monetary Policy Committee reduced the base rate by 25 basis points in February 2026 and again in May 2026, bringing the rate to 4.25% — the lowest since mid-2023. Markets are pricing in one further reduction before year-end, contingent on CPI remaining within the 2–3% corridor. Swap rates have responded positively, with lenders beginning to reprice fixed-rate products downward.

For developers and investors, the improving rate environment is translating into enhanced debt serviceability and renewed appetite from institutional lenders for development finance. Bridging and mezzanine markets remain active, with competitive terms available for well-structured schemes in strong locations. Atlas Property Intelligence advises clients to lock in development finance at current rates ahead of anticipated demand-driven repricing in H2 2026.

Section 05

Regulatory Watch

Leasehold Reform

The Leasehold and Freehold Reform Act 2024 continues to reshape ground rent structures. Developers are advised to review long-term leasehold strategies ahead of further secondary legislation expected in late 2026.

EPC Requirements

Proposed minimum EPC Band C for new tenancies from 2028 is driving early retrofit investment. New-build schemes achieving Band A or B are commanding measurable rental premiums in institutional markets.

Planning Reform

The National Planning Policy Framework (NPPF) revisions have reinstated mandatory housing targets for local authorities. Brownfield-first policy continues to accelerate urban regeneration pipeline activity.

Stamp Duty

The temporary SDLT relief for first-time buyers expired March 2025. Investor surcharge remains at 3% above standard rates. International buyers continue to face the 2% non-resident surcharge.

Section 06

Off-Market Opportunity

The most significant value creation in the current market is occurring away from public portals. Atlas Property Intelligence maintains an active pipeline of off-market opportunities — motivated sellers, pre-planning land, and distressed or time-sensitive assets — sourced through our proprietary network of solicitors, insolvency practitioners, estate agents, and developer contacts across the UK.

Key off-market themes we are tracking in Q2 2026:

  • Permitted development conversions — commercial-to-residential in secondary town centres, where vendors are motivated by operational exit rather than price maximisation.
  • Stalled residential schemes — planning-consented sites where developers face funding gaps or delivery challenges, creating acquisition opportunities at below-replacement cost.
  • Probate and estate disposals — a growing pipeline driven by demographic factors, often requiring discreet, professionally managed transactions.
  • Institutional portfolio disposals — BTR and PRS operators rationalising geographies, creating block-purchase opportunities for well-capitalised buyers.

Clients registered with the Atlas Investor Portal receive first-access briefings on qualifying off-market opportunities matched to their stated investment criteria. To discuss your acquisition parameters, contact our team directly.
